No, they didn't make it up at all. The difference between the '98 percentage and the '09 figure is a decrease of 24.35%.

I'll have to have a think where they get the 715 pregnancies from though.  The increase in the population is 9.64%. If we take the figure for the number of pregnancies in '98 and increase it by the 9.64% we would have had 417 pregnancies in '09. We could also get to this figure by taking the current population total and use the 8.46% figure. This also gives the number of 417 pregnancies.

A more impressive figure they could have used would be the difference of the projected number of pregnancies of 417 using the '98 percentage compared to the actual figure of 316. This is actually 31.9% less.
